Free Zone considered as a region, free of state customs territory, and exterior commodities without any customs formalities and tariff, can be broth into the country, and after reshaping or extending added value can be exported again.

According to the amendment 19 of constitution for the first project of Economic promotion, the Government was authorized to establish three industrial-trade free zones and based on relevant approval by cabinet, three areas of the Islamic Republic of Iran Kish, Qeshm, and Chabahar were recognized as Free-Zones.

Foundation of these three Free-Zones in Iran has been formed in order to approach the following goals:

·         Acceleration in accomplishing the fundamental affairs, reconstruction and development

·         Economic development and promotion

·         Investment and Addition the general income

·         Create productive and safe occupation

·         Regulation of labor market and commodities

·         Active participation in the International and Region markets

·         Produce and export 6he industrial and converted commodities and [providing general services.

 

Administration

Every Zone is being run by an organization, which is in the form of a company or an independent legal person, and its capital belongs to the government. The organization is run by an executive board consists of 3 or 5 members. Managing director of the organization is the management of the executive board and is elected by president mandate and the members of the executive board, and possesses the high position of execution in economic and fundamental fields in the region. The managing director and the members of the executive board can be elected for three years and it is possible for them to be re-elected.

The head of Free-Zones is a council entitled ' supreme council of industrial commercial Free-Zones of Iran'. Which has the main responsibility of coordinating the organizations of the Free-Zones. The chairman of this council is the president. The members of the council consist of the ministers of Economic Affairs and Finance, commerce, Interior, Labor and Social Affairs, Industries, Mines and Metals, Roads and transportation, oil, Energy, Housing and Urban Development, Culture and Islamic Guidance, and the Plan & Budget organization Manager, the general manager of central Bank of the Islamic Republic of Iran, and the secretary of the supreme council of Industrial-Commercial Free-Zones, of Iran.

 

Privileges of Activities in the Free-Zones of Iran

1.       Exemption from paying the income taxes and finance for any kinds of Economic Activities since the date of operation and for 15 years

2.       Legal rights guarantee for foreign capitalists

3.       Freedom for investment and total interest, transaction abroad with no conditions.

4.       Authorized to export the commodities produced from Free-Zones to the other parts of country, up to the value added of produced items.

5.       Possibility for activities of foreign banks in the Free-Zones in the case of regarding standard of cabinet’s approvals and central Bank certificate.

6.         Non-existence of limitation in the percentage share of each participant (foreign capitalists can participate, with any portion, in the economic activities of the zone).

7.       Exemption from customs duties for importing commodities into the zone

8.       There are Exceptions for the commercial exchange of the zone with foreign countries, from the Export-Import regulations.

 

Banking Facilities

Banking regulations in the zones are applicable and compatible with the regulations and standards of the International banking, foreign banks and financial institutions. Independently, or co-operatively with their Iranian country parts, are capable the establish agencies. There is no foreign exchange control system, and the Iranian Rial can be exchanged to any other creditable currency the Minimum investment to establish a branch of foreign banks or banking institutions is 5 million dollars, which must be deposited totally in the central bank.
